Foster mother charged in Pulaski County after death of her child

PULASKI COUNTY, Mo. (KMIZ)

A Pulaski County woman was charged Thursday after a foster child in her care died and another was injured.

Alyssa Sierra Jackson, of St. Robert, was charged with first-degree child endangerment resulting in death, two counts of child abuse and first-degree child endangerment resulting in serious injury. A court date has not yet been set.

The probable cause affidavit says she was arrested Thursday. Jackson is being held on $1 million bail. A mug shot was not immediately available. Court documents describe Jackson as the children’s foster mother.

According to the probable cause statement, officers responded to a 911 call Tuesday about an unresponsive 2-year-old girl who was not breathing while CPR was being performed in the 13000 block of Trinity Circle. The child was taken to several hospitals, including Mercy Hospital in Springfield, the statement said. Officers were told the child died on Aug. 14, the statement said.

A 3-year-old child was removed from Jackson and placed with another foster family “due to the injuries and ongoing investigation” of the 2-year-old child, the statement said. According to court documents, those foster parents took the child to St. Louis Children’s Hospital after learning of the injuries.

The 3-year-old had injuries to his spine consistent with abuse, court documents said. The child was reportedly “malnourished, dehydrated” and had bruises around his eyes, as well as other injuries, the statement said.

Jackson was questioned on Wednesday and officers executed a search warrant at her home, the statement said. She reportedly told officers she was the only person who ever came into contact with the children, the statement said.

“When we searched the home for evidence, we found the house to be in a state of disarray. There was human feces on the floor and walls, the mattresses were stained, dishes were stacked in every sink, including the bathroom. There were flies all over the house, moldy food scraps on the floor and in the child’s bed, clothes were piled up to the ceiling on Jackson’s bed, and it smelled of mustiness and mold,” court documents state.

The children’s room apparently had “a freshly cleaned and shampooed floor, but it still felt slightly damp,” the statement said.

The statement said the 2-year-old’s medical records “showed severe hemorrhagic retinal changes as well as papillary and retinal edema in both eyes. The findings are consistent with non-accidental trauma.”

When Jackson was questioned again by authorities, she reportedly “given various reasons for the injuries, but did not provide any explanation for the injuries other than child abuse,” court documents say.

Jackson also has three children of his own, the statement said.
