Sex offender allegedly stalked teenage girl arrested in Hingham

A 53-year-old man who police say followed a teenage girl while she was jogging was arrested by Massachusetts State Police in Hingham on Thursday. He is accused of failing to register with the Sex Offender Registry Board.

The man, Edmund Chance, is a Level 3 sex offender, Massachusetts State Police said in a statement. Chance has a history of what state police described as “predatory behavior,” including previous convictions for rape and kidnapping.

According to the state, Level 3 sex offenders are people who pose a high risk to the public due to their likelihood of recidivism.

Chance was wanted not only in connection with the failure to register charge, but also for a “disturbing incident” Tuesday night in which police said he stopped next to a 17-year-old jogger and offered her a ride. The teen declined and continued on her way, but police said Chance followed her until she ran away and called 911, state police said.

State police “received information” that Chance might be at a specific location in Hingham and arrested him there, the statement said. He was taken to Hingham District Court for arraignment, where a judge set bail at $2.5 million, court records show.

A not guilty plea was entered on Chance’s behalf.
