According to the council, health officers from the housing team first approached the estate agent, who operates from Thornton Road, about the structural defects in 2022.

The council said Blackhorse had been given the opportunity to carry out the necessary work but this “did not happen”.

A further inspection resulted in a formal improvement order, but the condition of the property only “continued to deteriorate,” the authority said.

As a result, a ban was imposed on the property, the company was taken to court and fined.

Mr Ross-Shaw said: “The council will work with landlords and agents and advise them on improving rental properties but will not hesitate to take enforcement action where breaches occur and tenants are at risk.”

Blackhorse’s conviction was “welcome”, he said, adding that it was “a message that the council expects professionalism from landlords and agents and takes lettings and the safety of their tenants very seriously”.

A spokesman for Blackhorse Property Holdings Ltd. said the company “does not manage the property as the landlord has not approved the works.”

“Although work had to be done, the bathroom would not have failed,” they added.
