Enola parents charged in 2021 death of 10-year-old daughter due to medical neglect

An Enola man and woman are facing charges in the death of their 10-year-old daughter, who police say died in their care in August 2021 due to medical neglect.

East Pennsboro Township Police arrested 51-year-old Angela Donmoyer and 56-year-old Russell Moore on charges of manslaughter and endangering the welfare of a child.

Court documents show that on August 15, 2021, the girl was found sleeping on a mattress in the living room of the 4th Street home and was very thin and possibly starved. But ultimately, it was the lack of health care that led to her death, according to court documents and medical reports.

The mother, Donmoyer, reported to police that the child had been sick with flu-like symptoms in the days before her death. Police say she told them the girl would have severe bouts of illness about every six months during her childhood. Donmoyer said her daughter was examined by a local doctor about a year before the death. However, according to police, the father, Moore, said the child had not been examined by a doctor in over seven years. Medical records confirm the child was last examined by a doctor in November 2014.

Moore told police the girl was admitted to Harrisburg Hospital last year, but medical records show she had never been to that hospital before. However, medical records show she was treated at West Shore Hospital in 2014.

Authorities said their investigation revealed the child had difficulty breathing several days before his death. A boy in the home told police that Donmoyer noticed the child’s lips were blue three days before the death.

The medical examiner’s autopsy revealed that the child’s cause of death was complications of a pulmonary embolism due to stenosis from idiopathic megacolon. The manner of death was determined to be homicide.

A pediatrician prepared a report for investigators on the girl’s death, saying it was a case of “medical neglect in the form of a lack of medical care” and that no medical help was sought during the girl’s illness before her death.

The child’s medical neglect deprived medical professionals of the opportunity to intervene through diagnosis and treatment and thus prevent the child’s death.

After their preliminary arraignment, both were taken to the Cumberland County Jail without bail.

A preliminary hearing is scheduled for Wednesday, August 28.
