RALEIGH, NC (WTVD) – Rebecca Martinez said she had just moved into the Highgate Place area when she was unpacking in July and heard gunshots one night.

“I heard gunshots at 2 a.m. and then the incident happened at the mailbox,” Martinez said.

Raleigh police arrived in the area on July 27 to find a man who had been shot and injured before crashing his car into a tree in the 2400 block of Milburnie Road and eventually dying.

Police announced Tuesday that three juveniles had been arrested in connection with the fatal shooting, but Martinez said safety concerns remain.

“Sometimes I worry because you never know what will happen,” Martinez said.

The latest arrests came just days after Police Chief Estella Patterson spoke about the increasing trend of violent crime among young people in the area, describing some of it as “very problematic.”

“We continue to see our young people participating in activities that are very problematic for us. We work with mentoring programs. We have youth camps. We just finished eight camps this summer. We’re very proud of that,” Patterson said. “Our officers have spent a lot of time working with our young people, and we know they face challenges that were probably difficult when we were growing up.”

The Raleigh Police Department now boasts a 100% murder clearance rate – a figure that is difficult to achieve in many cities.

Patterson is expected to elaborate on the public safety efforts at a community meeting Tuesday evening from 6:00 to 7:30 p.m. in Roberts Park.
