A man already in prison for child pornography used a video visitation kiosk to convince a teenager to make explicit videos, resulting in a federal prison sentence, the U.S. Department of Justice said in a press release.

Obadiah Fraser, 26, was indicted in September 2022 and pleaded guilty in May 2023 to production of child pornography. On August 14, U.S. District Judge Brantley Starr sentenced him to 28 years and four months in prison and also ordered him to register as a sex offender. U.S. Attorney for the Northern District of Texas Leigha Simonton announced the sentence.

“This defendant intentionally exploited a minor by forcing the victim to produce sexually explicit material without regard for the mental and physical distress his crimes would cause,” HSI Dallas Special Agent Lester R. Hayes Jr. said in the release. “I am grateful for the collaboration between HSI and our law enforcement partners in ensuring that another child molester is brought to justice.”

Officials said that while Fraser was incarcerated in the Dallas County Jail for possession of child pornography, he used the jail’s video visitation kiosk to speak with a 17-year-old girl.

Although users of the video visitation platform must be at least 18 years old, she used the account of Fraser’s cellmate’s wife to communicate with him, authorities said.

Although the calls were monitored by a third-party company, Fraser asked the girl to make sexually explicit videos of herself and verbally abused and cursed at her when she hesitated, the news release said.

Dallas County Jail officials confronted him about the videos and he admitted to making them and knowing the girl was only 17.

The Dallas Field Office of Homeland Security Investigations investigated the case with assistance from the Dallas County Sheriff’s Office and in cooperation with the Dallas County Jail.
