The Board of Investments (BOI) of the Philippine government has issued a Green Lane Certificate to Terra Solar Philippines, Inc. (TSPI) for its Terra Solar energy project. The project comprises a 3.5 GW photovoltaic system coupled to a 4.5 GWh battery energy storage system (BESS).

The project is expected to cost PHP185 billion ($3.2 billion) and will span 3,500 hectares in the Southeast Asian country’s Bulacan and Nueva Ecija provinces. The developer claims the project is the largest of its kind in the world in terms of combined solar and battery storage capacity.

The “Green Lane” certification for the renewable energy project would enable the developers to obtain permits and regulatory clearances easily and within a short period of time, as the project would be classified as a “strategic investment” in line with the country’s national development plans.

The Terra Solar project has already received the certificate as an energy project of national importance from the Department of Energy of the Philippine government.

“The Green Lane certification is a testament to our commitment to excellence, innovation and environmental protection,” said Emmanuel Rubio, president and CEO of MGen, a subsidiary of the power utility Manila Electric Company (Meralco), which owns the TSPI.

“It is also a recognition of our collective efforts to prioritize and accelerate projects that will accelerate the country’s transition to a low-carbon economy – and this project is expected to be successful by February 2026,” he added. The implementation of the first phase of the project will be followed by the second phase in 2027, the company said.

The Philippines is one of the few Southeast Asian countries pursuing energy transition on a large scale. The country’s Energy Ministry recently announced that tendering processes for renewable energy projects with integrated energy storage will begin later this year.
